Scott Tolbert was born in Jefferson, Georgia in 1966 and has been a life-long resident ever since. He graduated from the University of Georgia in 1988 and graduated from John Marshall Law School in 1993. In addition to being a practicing attorney, Scott has also acted as the Judge of the Municipal Courts of Pendergrass, Nicholson, and Maysville as well as being the Mayor of Pendergrass from 1989 – 1996 and a member of the Georgia General Assembly from 1997 – 2000.
